Prof. Fumio Nishino received his B. Eng. and M. Eng. Degrees from the University of Tokyo . He then pursued his doctoral study at Lehigh University (USA) where he received his Ph. D. in 1964. In 1965, he was appointed Assistant Professor at the Faculty of Engineering of the University of Tokyo . He has served the Department of Civil Engineering of the University of Tokyo for nearly 40 years, extensively researching in the fields of structural mechanics and steel structures. During these years, he served twice at the Asian Institute of Technology, once as an Associate Professor (from 1971-72) and as a Professor and Vice-President for Academic Affairs (from 1984-86).
During the period 1984 - 1986, he and his colleagues at AIT together with counterparts at the University of Tokyo established the East Asian Conference on Structural Engineering and Construction (EASEC), a move that led to the first EASEC conference in Bangkok in January 1986.
He joined the Graduate School of Policy Science of Saitama University as a Professor in 2001 while concurrently assuming his professorial position at the University of Tokyo . While at Saitama University , he worked in founding the National Graduate Institute for Policy Studies, the newest national university in Japan . He is presently a Professor and Director at the Research Center for Policy Studies at the said Institute.
Since joining Saitama University , he has been working on policy issues in infrastructure development in developing countries. He has also been participating in a number of development projects including the construction of bridges and collaborative works in the expansion of higher engineering education in Asia . He played a key role in the establishment of the Sirindhorn International Institute of Technology at Thammasat University.
During the past ten years, he has been extensively involved in putting up the APEC Engineering Framework for Mutual Recognition of Professional Engineers. The past three years has given him also the opportunity to serve as Vice-Chairperson of the Committee of the Japanese Government for the Promotion of Private Finance Initiative.
